Announcing the return of Neighborhood Santa! You better watch out, you better not cry, you better not pout, I’m telling you why, Santa Claus is coming to town! This year, Santa is visiting a total of eight neighborhoods on Tuesday and Thursday evenings from December 5-16. Although Santa lives in the North Pole, he doesn't want to risk getting sick before Christmas so all visits are weather permitting. (Look for updates here or on the Roseville Parks, Recreation & Events Facebook page by 5pm on each evening for changes due to weather.) Although Santa would like to visit all neighborhoods, he just can't fit everyone into his busy schedule but hopes to get to more neighborhoods next year. While we have settled on dates Santa will be out to the neighborhoods, however we are still working through routes. Santa will also not be able to visit with children one on one during his neighborhood tour but his elves are stocking up on little treats for the crowd. Safety - Safety - Safety. It is all about the Safety of our children as walk, ride bicycles, and are dropped off by cars and buses at our schools. We as a community need to ensure the safety of our children as we hurry to drop them off them to school in the morning and pick them in the afternoon. At several schools in West Roseville this morning drop off and afternoon pick up has become a dangerous situation. Children walking and riding bicycles between cars as they rush to drop off or pick up other children. It is just a matter of time before someone gets hurt... or worse. Drop & Walk is an alternative location where parents can drop their students off for school to avoid school parking lot congestion and to keep the streets in the immediate vicinity of the school clear. In addition, Drop & Walks promote safe drop off zones, raises driver awareness of student walking, bring the school and community together to promote safe routes for all. 1) 6th High School: a) Discussed Measure D: Ron Severson and Joe Landon were guest speakers at the October FFNA/WPNA Annual meeting. A limited number of copies of the presentation are available. A: From the monies generated by the building of homes in West Roseville. Q: What’s up with Prop 51? A: This is a statewide general obligation bond for construction and deferred maintenance monies for K-14 public schools. A: We would guess that one would have to apply and more than likely the School Board would decide members. Q: Why isn’t the need for the Sixth High School prominent in the language on the information on the Bond? A: For the Bond to pass, the language must appeal to all the District and what each area will get out of the passage. Comment: Mello Roos monies should be available to use for maintenance on the high school. Loren Cook has brought this up to the City Manager and no clear answers were given. This should be on our To Do List b) Loren Cook discussed minutes from the presentation of the City of Roseville Elementary School Superintendent, Derk Garcia. He presented information at the last FFNA/WNA Board Meeting. This information is available on the FFNA and WNA websites. c) Attendance boundaries, per Joe Landon: "In the event we pass Measure D and are able to get 6th HS constructed, we probably wouldn’t look into redrawing the boundaries [from current map] at least until Phase 2 is built. The method for redrawing the boundaries: form a boundary committee of citizens, board members, etc to work on the enrollment/demographic projections and work on a solution that would last over the long term. Before Phase 2 is built, we may have room to house some intra-district student transfers at the 6th HS or Woodcreek, but tough to guess how many at this time and we have to ensure we don’t jeopardize the space for the students in the SFID boundaries (or other site). We still have another 20,000 homes coming in West Roseville and have to ensure we have the space for them there." A limited number of boundary maps are available. RJUHSD website. Comment: The schools are moving toward the same curriculum, where in the past each school could have different academic focus subjects. This will make intra-district transfers a little more feasible. 2) Elementary Schools: construction update: The schools are progressing handily. 3) Educational Measures on ballot: a) Prop 51 https://oag.ca.gov/system/files/initiatives/pdfs/15-0005%20(Education%20Bond%20Act).pdf? Schools older than 25 years may be eligible for these monies, but would have to be applied for from each District. b) Prop 58 http://elections.cdn.sos.ca.gov/ballot-measures/pdf/sb-1174-chapter-753.pdf 4) HS Steering Committee: updates??? The next meeting will be in January. It will be working on school name, mascots, and curriculum programming by January and will want committee members involved to help make those decisions. 5) Other: None 6) Roundtable: Loren would like this committee to keep in mind that the 260 homes in his area are still working on being reimbursed for an assessment (on a Bond approval from 2007) beginning in 2010/2011 tax year. Although the School District has taken measures to correct this in the future, there could be a class action lawsuit or other measures to get reimbursed by the District, who are delaying action on the reimbursement issue. 7) Next meeting: The next meeting is scheduled for November 15, 2016 at Chilton Library. Pending the outcome of the November 8th election that may be the final meeting of the joint FFNA and WNA Schools Committee meeting. The citizen oversight functions of this committee may be taken up by the Oversight Committee or 6th HS Steering Committee. School concerns in the community will still be a topic at the NA meetings. Goal: This committee is dedicated to the promotion and support of schools in West Roseville, with the immediate goal of opening the 6th RJUSD high school.

Fiddyment Farm and WestPark Neighborhood Associations are non-profit member of the Roseville Coalition of neighborhood Associations and as such cannot endorse or oppose any candidate or bond measure. The presentation was arranged for the sole purpose of educating members of our public to the content of the proposed Measure D. On October 13, 2016, members from the Roseville Joint Unified High School District gave a 42-minute overview of the proposed Measure D for this year’s election ballots. The pending bond measure will seek approval for $96,000,000 in school bonds. Presenting were Ron Severson (Superintendent), and Joe Landon (Finance Officer); Shannon Blockton was also present from RJUHSD). Ron Severson said Measure D would cover two purposes: To cover a funding gap that would provide funds needed to build the 6th high school. If passed, the school would break ground in 2018 and open in the fall of 2020. All the other schools need updating, renovating, and to provide equity so all schools would have the same equality for education. He said Roseville High is 103 years old; many schools need roof replacement, have dry rot, require mechanical and/or electrical projects, have deteriorating pool decks, or gym floors which need replacing. He wants equity in the facilities, like similar dance areas for all. Mr. Severson said 1,000,000 more workers with college degrees will soon be needed to meet new technology and scientific positions that are currently being filled by workers from out of the country. He gave future projected 2022 high school enrollments: Oakmont - 2617 (currently at 2200) Roseville - 2039 Woodcreek Oaks - 1574 Antelope - 1724 Granite Bay - 1338 The 6th high school will be the largest in the region; will grow to 1,000 in the next 4-5 years. Joe Landon said the district School Board is very conservative with its finances. He talked about the refinancing of existing bonds to get lower rates to save money. Measure D asks for approval of $96 Million of bond funding. If passed, he estimates it would be approximately a $15 assessment per $100,000 of assessed home value; approximately $60 for an average $400,000 home. He said funds used for the 6th high school would be in two phases: Phase 1 - $110 Million needed. $80 million would be produced from current SFID #1 assessments from West Roseville Specific Plan homeowners and impact fees taken when permits are pulled. The additional $30 Million would come from the bond to fill the gap the state won’t pay. Phase 2 - would come 3-5 years after Phase 1 is completed; no additional bond funds would be needed (ongoing construction and more fees would pay that). The other $66 Million of the bond approval would be used for upgrading the other schools as previously mentioned. A Citizen’s Oversight Committee would be appointed to ensure funds are spent only as authorized. An independent audit would be performed annually. No monies would go towards salaries. He said as other bond assessment end, by 2021 fees should be about the same as people are paying now, and paying only for Measure D by 2031. He stated having the 6th high school should increase home values. Mr. Severson and Mr. Landon then addressed questions from the audience, including: Will there be district boundary changes? No changes are projected until the 6th high school is built. What will Phase 2 be? 3 additional buildings will be added, funded from developer fees. What will be covered? A projects list is available to the public on the Placer County “Measure D info” website. There is concern because Measure D barely addresses the 6th high school? Bond consultants who created the ballot language worded it to be broad to appeal to all voters. How is the board locked into spending? It can’t be too specific because they need flexibility to assure priority items are covered; costs may be more than projected. However, the Oversight Committee will monitor the expenditures. On September 14, 2016, Gary Miller, Derk Garcia, and Dennis Snelling from the Roseville City School District K-8, gave a half-hour presentation including updates on the W-70 elementary school under construction off Brookstone Drive in the far western portion of the WestPark development. Mr. Miller announced that the application period is open for naming the W-70 school. The application is on the front page of the district office’s website -- rcsdk8.org. The deadline to submit an application is Sept. 30; the school board will make its decision Oct. 20th. Derk Garcia, Asst. Superintendent, said the blacktop is in, the building is going up; the buildout is 50% ahead of time, and the district may receive possession of the building from the developers even earlier than the original 7/1/2017 date planned. This school will have all cement flooring for better maintenance; if it doesn’t work as well as they hope, it can always be covered with another flooring type later. This is the last school projected to use the same building plan as was used for Junction and Fiddyment Farm; a new plan is expected for F-71 (2nd elementary for the Fiddyment Farm area). Dennis Snelling said they are posting the building progress daily on their district website. He said the district has an overall attendance of 10,500 students. Current figures for our schools: Fiddyment Farm is now at 654 students (3rd year open); they have 400 in kindergarten, and have brought in 3 portable units there. Junction has 740 students. Chilton has 601 students. In future, there will be more elementary schools: 600 students at Creekview. 800 students in the Amoruso Ranch development (2-story facility). 800 students for the 2nd Fiddyment Farm elementary -- F-71. Capacity Figures for Middle schools: 900 at Cooley 1100 at Buljan 1200 at Chilton. As building in this area continues, students may have to be spread over the other middle schools (much like our kids are going to Oakmont High School, only closer). Derk Garcia said the district meets with developers quarterly, and they keep updated with demographers on future needs. Fees for the schools are still being collected in the building impact fees when permits are pulled for new housing. Funds from the HP Campus Oaks project will still be collected, but the students will be absorbed into the Blue Oaks Elementary School. He said an issue has come up in other school areas about fencing: the schools will remain locked during school hours, but be unlocked after school until sunset only, and then will remain locked on weekends. Although they understand local families want to be able to use the play areas, they must maintain the security of the schools. This October, they will pull data on where students reside; in November they will decide the boundaries for school attendance and send out notices to the residences in December after the board makes its decisions on district zones. We have gotten some updates on park development here in Fiddyment Farm and Westpark. Both Fiddyment Farm and Westpark residents are part of the West Roseville Specific Plan (WRSP). We pay for our parks development through our home purchase and maintenance through Roseville CFD (Mello-Roos) for ALL parks in the WRSP. WRSP_LUM oct 2014.pdf F-50 Laurel Stizzo Park (next to Fiddyment Farm Elementary School): From Tara Gee at Roseville Parks & Recreation Department: "Yes, there has been a delay. Two things: 1) We are still awaiting a city-wide approval for the plans. It's been in that process for a bit longer than anticipated; 2) We recently bid another park project and had no bidders. The information we received indicated that contractors are too busy and that there is a shortage in available subcontractors to work on new projects. This equates to no bids or bids that are excessively high. We are targeting to bid the project in October for an early Spring 2017 start date. This is in hopes that more contractors are available and that we will receive more competitive bids. Nothing is a guarantee, but we do anticipate better results. We appreciate your patience. It just seems one thing happens after another. We remain committed to pushing forward and get this park built." W-50 A (park near the new elementary school west of the power plant): Public Workshop #1, Held August 30th. Public Workshop #2 is held October 4 at Junction Elementary. Targeted start of construction is Spring 2018. Currently, we are accepting name suggestions for this park. The advertisement period closes on September 23rd. I have attached the forms for ease. Completed forms can be submitted to the City Clerk’s office by 3 pm on September 23rd. W-50 B (small park near Westbrook): This will a developer built project. Pulte Homes would like to begin construction next Summer (2017). We are currently negotiating terms of the construction agreement and hope to be completed this Fall. W-50 C, and D (small parks at the north and south ends of Westpark phase IV): No current plans for these two parks, as yet. W-51 (larger park near the open space at south end of Westpark phase IV): This park will be slated to begin design in Fall of 2017. W-54 (park area near village center): No new updates on this site. F-51 (park to be built near the 4th elementary school in Fiddyment Farm): No current plans on this park as yet. F-52 (park near the open space west of Fiddyment and just north of the open space (creek): This park is slated to begin design in Fall 2017.

Schools Committee Meeting Summary August 16,2016 7:00-8:30 1) Introductions: The attendees introduced themselves. 2) Updates for Measure D: Ron Severson and Shannon Blockton were present. Ron explained that the Bond initiative is officially Measure D and will be on the bottom of our ballots in November. He explained the various projects that would be completed for all the high schools, one of which is 103 years old. (Roseville High School.) He said they need a projected $250,000.00 for the campaign; they now have $50, 000.00. He said he will be meeting with local developers soon to see if they will contribute. He added that the District accelerates Bonds when rates go down. He said he talked about the Measure to families at the Neighborhood Night Out at Festerson. If the Measure passes, it will take the plans from December 2016 to January 2018 to pass through the State approval process. Groundbreaking would be 2018, with the first Phase built in time for the 2020 school term. After the Measure passes, a committee will pick a school name, mascot and colors. He was asked if students could go to Woodcreek instead of Oakmont. Ron responded that no more trailers can be added to that campus. Measure D flyer and envelopes for contributions were distributed. He said signs are a specific way to promote passage of Measure D. One of the neighbors brought up the busing schedule for Oakmont, saying his daughter gets up very early to catch the bus. Shannon B. said she would send him information/links for the schedules. Ron said he believes all the routes have been worked out well. 3) Elementary School Updates: Inroads are being made at Junction Elementary. Curtis is on the site committee and was invited to have a booth at the PTO sponsored Popsicle Party on August 25, 2016. He is proposing getting Tshirts with a message about the future sixth High School on them for the students to wear. We discussed trying to get contact with Fiddyment Farm Elementary. Loren said that the NAs can give students government service credit. 4) School Board Elections: Loren Cook spoke about the candidates, some of which by meeting time have not been confirmed as a candidate. The City of Roseville Election Department has the names of candidates for the Elementary School Board and the High School Board. Loren suggested we invite all the candidates to a forum at Chilton Middle School for our next meeting on September 20th. An MC and questions and impartial panel to ask questions would be needed. We would also have to do a flyer to announce this. Sue and Curt will get the ball rolling on this event. 5) Roundtable: One of the attendees wondered if government teachers from the High Schools could be contacted to help with Measure D. Colleen wondered what contributions to the Measure D group go toward? The response was signs and campaign materials, more than likely. 6) Next Meeting: We will meet at Chilton Middle School, 4501 Bob Doyle Drive, Roseville on September 20, 2016. In September, meetings will resume at Chilton Middle School through year end.
