  1. March 8, 2022 Watering days shift this month due to continued drought conditions With the warmer weather it is tempting to increase your outdoor watering. But our plants and grass don’t require as much water now as they do during the much hotter summer months. And with the shortage of winter rains, we still need to conserve water. From March 1 – April 30, Roseville residents may irrigate their landscapes on Mondays and Fridays, after 8 p.m. and before 10 a.m. Non-residential properties may irrigate on Mondays and Thursdays during the same hours, respectively. Groundwater is an essential part of our water supply strategy For more than 20 years, Roseville has invested in a groundwater program to increase water supply reliability. Much like your personal stock portfolio, having diversity in your water supplies ensures you have a go-to resource regardless of water supply conditions. Our groundwater wells serve dual purposes: we can bank and store excess surface water supplies for later and extract when we need to. This is called Aquifer Storage and Recovery, and this year, for example, we replenished the ground with 160 Olympic-sized pools that will be used to offset supplies at Folsom Lake. With the Electric Rate Assistance Program, qualified residents can receive a 15% monthly discount on their electric bill. In 2021, income requirements were adjusted to better serve the community, providing potential savings for additional Roseville residents. March 1, 2022 COVID-19 masking update The California Department of Public Health announced that beginning today, masks will not be required but are strongly recommended for unvaccinated people in most indoor settings. Masks are still required for everyone in these public settings: public transit, health care settings, emergency shelters, correctional facilities, homeless shelters and long-term care facilities. After March 11, masks will no longer be required in schools and childcare facilities, regardless of vaccination status. Learn more here. Final City Council district map approved The Roseville Independent Redistricting Commission approved the final City Council district map at its public meeting February 28. The map will define the City Council district boundaries for the next 10 years. The Independent Redistricting Commission was empowered by Roseville voters to adopt the district boundaries without City Council approval. The City Council cannot amend or change the map. At the annual City Council Priorities Workshop last week, all five City Councilmembers reaffirmed the approach that although they are elected by district, each is committed to serving all of Roseville. Roseville and Placer County perform yearly homeless count The City of Roseville Homeless Response Team, which includes Roseville Police Social Services Unit and the Roseville Housing Division, was among a collaborative group of agencies and nonprofit organizations from Placer County conducting an annual point-in-time count of the homeless February 24. The point-in-time count is done to gather information about our local homeless population, assess local needs for services, and to track progress of housing and other supportive programs. The results of the survey are expected to be available this summer. Avoiding Identity Theft Scams By: Rob Baquera, Public Information Officer, Roseville Police Department After the whirlwind of the holidays and start of the new year, many of us are preparing to do our tax returns. Since the pandemic started, consumers have had to adjust how they buy groceries, order take out food, and conduct financial transactions. Criminals are aware of the mass changes and have been quick to adapt their tactics to trap or trick us into giving them our private information. Here are a few ways you can protect your personal information: Avoid responding to emails from unknown senders, unfamiliar email addresses, or “odd” looking emails. When you receive an email from a company you do regular business with, check the sender’s email. Confirm that it is a legitimate email address from the company. Do not click any links in the email, rather go to the company’s website to search for the information referenced. Avoid clicking downloads for unknown applications or games onto your cellphone, laptop, or other mobile device. To download an app or game, go to your device’s app store (e.g., Google Play Store or Apple’s App Store). This can help protect devices from malware or viruses being installed. Be cautious of pandemic scams. We have seen an increase of vaccine-related scams or health insurance scams. Some scams involve bogus cures, selling of at-home rapid test kits, or charging for tests administered at free testing sites. Check with your insurance company for the latest testing methods. Beware of Impostor Scams. These are scams when criminals may call and pose as someone from a recognizable company, charity, organization, etc. They may express an urgency to their call due to an overdue bill, compromised account, sick loved one, support for a special cause, or even good news, like winning the lottery. To resolve the problem or address the concern, they will often ask for private and personal information. They may act quickly and brashly, threatening and domineering, or even friendly and complimentary. Avoid scammers that call repeatedly to influence you or try to pass you from one representative to the next to get you to do their bidding. If there’s a true concern, problem with a bill, or compromised account, hang up and call the originating company directly. Contact the charity or non-profit directly if you want to donate to a special cause. Reach out directly to your loved one if you’re concerned about their health. Scammers will often try repeatedly until they are successful. The Federal Trade Commission estimates that scammers successfully stole $547 million in 2021. The more difficult we make it for them to succeed with their current strategies, the more likely they are to try new methods. If you have been the victim of fraud or identity theft, file a report with the Federal Trade Commission. If impostor scammers are coming to your door and soliciting and violating Roseville Municipal Code 10.36.030, you can contact Roseville Police Department or file an online crime report.

January 25, 2022 Final draft City Council district map selected by Independent Redistricting Commission The Roseville Independent Redistricting Commission selected a modified version of Draft Map B as the final draft City Council district map at its January 24, 2022 public meeting. The final draft map, referred to as Draft Map B-1, will be available for public review and comment for 30 days. The Commission will hold five additional public hearings during the 30-day review period, one in each of the existing City Council districts, to take public comment about Draft Map B-1. The schedule of these public hearings is being developed and will be released when complete. Following the 30-day public review period, the Commission will then hold a public meeting to formally consider the adoption of Draft Map B-1 as the final map that defines City Council district boundaries for the next 10 years. He will start Feb. 7. Beans is currently the Director of Redding Electric Utility, where he’s worked since 2005. He participated in a highly competitive, national recruitment for this position and stood out for successfully implementing strategic and integrated resource planning, organizational and leadership development, and experience with the technical, regulatory and political aspects of municipal electric utility management and operations. As Roseville’s Electric Utility Director, Beans will lead an electric utility founded in 1912, one of only a handful of municipally owned utilities in the state.   18. Winter Precautions By: Rob Baquera, Public Information Officer, Roseville Police Department The new year brings new resolutions and opportunities for change. Winter in the Sierra Foothills and Sacramento Valley can cause a variety of weather conditions. It is always best to take precautions when driving, but also be sure to be prepared in any situation. Keep Yourself Safe at Home: Check your home’s heating system; ensure smoke detectors and carbon monoxide systems are working properly. Keep an emergency “go bag” in case you need to suddenly leave at a moment’s notice. Many emergency kits include canned foods, water, cellphone charger, extra batteries, first-aid kits, extra medicine, baby items (if applicable), etc. Ready.gov provides some helpful tips on how to start and maintain a kit. Check windows, fence lines, and security systems for tampering. Keep Yourself Safe When Driving: Park your car in a safe, well-lit area or inside your garage if possible. Keep your gas tank full and regularly check your tire tread and tire pressure. Running out of gas or bad tires and poor weather conditions can lead to car accidents. Safe driving is always a top priority. Keep an emergency kit in your vehicle in case anything happens, or you need to pull to the side of the road. Having a portable charger, extra batteries, flares, booster cables, a tire pump, compass and map, flashlight, and battery-powered radio could help emergency responders get to you more quickly. CHP has some recommendations on some basic kit items for a roadside emergency kit, including some nice-to-have extras. Keep Yourself Safe Outdoors: Wear appropriate outdoor clothing for the weather – our weather changes from morning to afternoon to evening. Pack a jacket in case the weather changes or have a spare change of socks in the car in case it gets cold. If going to a new place for the first time, or meeting someone new, let a friend or relative know when and where you will be. Share your destination and who you will be meeting in case anything happens people know where you should be. Make sure when you head out for the day that your cellphone is fully charged or that you have a backup option to charge your cellphone. Staying safe in the winter is more than just scraping ice off our windshield or driving with low beams on a foggy morning. Electric rate adjustment begins this month Roseville Electric Utility’s rate adjustment will go into effect starting with January bills. The adjustment is necessary due to an increase in the cost of delivering utility services, from meeting changing regulatory requirements to maintaining our workforce. December 21, 2021 Final set of draft City Council district maps available for review - six public meetings set for January At its December 20 meeting, the Roseville Independent Redistricting Commission selected a final group of six draft City Council district maps to be considered further from the original 23 submitted by the public. Detailed demographic information for each of the six maps will be available tomorrow. This final group of maps will be the subject of six public meetings to be held in January to receive public feedback. The Commission will make the final map selection at its January 24 public meeting. The Commission could select a map from the final group as it was submitted or make adjustments to any of the final maps based on public feedback to create and approve a newly designed map. The Independent Redistricting Commission is comprised of community members and is empowered to adopt the new district boundaries without City Council approval. This year consider adding some crime prevention resolutions to your list. If you are looking for ways to protect yourself from becoming a crime victim, then here are a few resolutions to consider. I resolve to: reduce my chances of becoming a victim of a vehicle break-in. Vehicle break-ins are a common crime in Roseville. Remember: Do not leave valuables inside your car. TAKE your valuables with you. LOCK your car. HIDE the things you cannot take before you arrive at your destination. keep doors closed and locked, even when at home. It may seem nice to leave your doors open on a nice day, but thieves just love the easy access they get with an open, or even just an unlocked, door. Simply getting into the habit of shutting and locking the door behind you can prevent many problems. Not a habit now? Make it one! keep my garage door closed at all times when not in use. Anytime you are out of sight from the garage door, even if it’s for a short time, close it. Otherwise, someone can easily slip into your garage or house without your knowledge. be a good neighbor. If you something suspicious in your neighborhood, call the police immediately. Join and become an active member of you Neighborhood Watch group. If you don’t have a Neighborhood Watch group, start one. By working together with your neighbors and law enforcement you can help deter crime in your neighborhood. ask for a valid ID or credential before letting anyone in my home I don’t know. Criminals are always looking for ways to gain entry into a home. If someone you don’t know shows up to your home unexpectedly, be suspicious.
