NOTICE OF INTENT TO ADOPT A SUBSEQENT MITIGATED NEGATIVE DECLARATION Public Notice is hereby given that a Subsequent Initial Study/Mitigated Negative Declaration (environmental report) for the Roseville Regional Soccer Complex Project is available for public review. Project Location and Description: The project site is located on a 55-acre site in northwest Roseville, in western Placer County, California. The project site is located within the West Roseville Specific Plan Area, and consists of portions of four parcels: APN 496-020-034-000, APN 496-020-033-000, APN 496-020-032-000, and APN 017-101-017-000. The site land use and zoning designations are for Parks and Recreation (PR) and Light Industrial/Special Area (M1/SA). The project site is bound by Westbrook Boulevard to the west, Pleasant Grove Wastewater Treatment Plan (WWTP) to the east, and undeveloped commercially zoned parcels to the north and south. The proposed project consists of the following components: The City of Roseville is proposing to construct a 10-field multi-sport facility layout consisting of the following components: lighted sports fields, onsite surface parking, walking/jogging trails, play areas, picnic areas, plazas and gathering spaces, a maintenance building, restroom building, field house and concessions building with a covered patio area. Hazardous Materials and Hazardous Waste Sites: The project site is not identified on any list of hazardous materials sites compiled pursuant to California Government Code Section 65962.5. Document Review and Availability: The public comment period will extend 30 days from July 12 to August 10, 2022. The document can be viewed and/or downloaded from the City of Roseville website at the following link: www.roseville.ca.us/environmentaldocuments Copies of the Subsequent Initial Study/Mitigated Negative Declaration are also available for review at the City of Roseville Permit Center, 311 Vernon Street, Roseville, CA 95678. June 28, 2022 Be safe this July 4th Only Safe and Sane fireworks are legal in the City of Roseville. Any firework that flies in the air, darts across the ground or explodes is considered illegal in California. The legal time for discharge of Safe and Sane fireworks is from 12 p.m. on June 28 through 11:59 p.m. on July 4. Learn more. . Know how to dispose of fireworks properly What do you do with fireworks after the celebrations are over and the smoke has cleared? Take a few simple steps so that you can dispose of your fireworks properly in your trash and recycling bin. Water log your fireworks by placing them in a bucket of water. Once they've soaked for some time, drain the water from the bucket and place your fireworks into a sealable plastic bag to maintain moisture. Feel free to double bag them, too. The laws governing fireworks in Roseville are clear – only Safe and Sane fireworks are legal in the City of Roseville and the legal time of sale for these fireworks is between 12:00 p.m. and 10:00 p.m. on June 28 and 9:00 a.m. to 10:00 p.m. on June 29 through July 4. The legal time for discharge of Safe and Sane fireworks is from 12:00 p.m. on June 28 through 11:59 p.m. on July 4. Only those fireworks registered with the California State Fire Marshal's Office as Safe and Sane are approved for use within the State of California. Fireworks may not be sold to anyone under the age of 18. Remember, any firework that flies in the air, darts across the ground or explodes is considered illegal in California. If it doesn't have the California State Fire Marshal's seal on the packaging, it's illegal. Reporting Illegal Fireworks Holidays result in significantly higher call volume to the 9-1-1 Center each year. As a result, residents are asked to limit illegal fireworks related calls to the Communications Center, except in the following circumstances. • Injury, 9-1-1 • Fire, 9-1-1 • Emergency, 9-1-1 • Property damage, 916-774-5000 x1 • Knowledge of exact location of where fireworks are being set off in real-time, 916-774-5000 x1 Please do not report noise complaints unless you can provide the exact location of the fireworks being set off. Callers may experience longer than normal answering times, particularly on non-emergency phone lines. Please use the appropriate phone number and be patient with call takers. In addition, do not report the use of fireworks or need for police, fire or medical response on social media. It is not monitored regularly. Police and Fire Department Response The Police and Fire Departments are conducting preventative roving patrols based on daily call activity. While the Police and Fire Departments cannot respond to every fireworks related call, public safety personnel will prioritize our response to ensure the public’s safety. The boom and crackle of the firework happens in seconds and the sound can carry quite some distance. Catching someone in the act - possession of fireworks or launching illegal fireworks - is not an easy task! Without knowing where the activity is occurring, Public Safety Dispatchers can only communicate it to public safety personnel as beat information. With a specific location, public safety personnel can respond to the designated location, look for expended illegal fireworks, people standing around and/or someone willing to “point out” who set it off. If you choose to use Safe and Sane Fireworks, below are some tips for staying safe: • Safe and Sane Fireworks must have the State Fire Marshal's seal, and can only be purchased at licensed fireworks stands. • Always read directions. • Always have an adult present. • Use fireworks outdoors only. • Never use near dry grass or other flammable materials. • Light one at a time. • Use common sense and keep a safe distance. • Never point or throw fireworks at another person. • Never experiment with fireworks. • Have a bucket of water and a hose handy. • Never attempt to re-light or "fix" fireworks. • Do not wear loose-fitting clothing. • Never carry fireworks in your pockets. • Fireworks are not toys. • Parents are liable for any damage or injuries caused by their children using fireworks. Disposal of used fireworks To dispose of used fireworks, completely submerge fireworks in a bucket of water and allow them to soak at least overnight, preferably for 24 hours. Once they have had a chance to soak, drain any excess water and place your fireworks into a sealable plastic bag to maintain moisture. Once you have followed these safety tips, you can safely toss them in your outside garbage can for disposal. June 21, 2022 City Council adopts FY22-23 budget focusing on mission and fiscal responsibility At its June 15 regular public meeting, the Roseville City Council adopted the City's Fiscal Year 2022-23 budget which includes $788 million in revenue and $767 million in expenses. The adopted budget directly supports the City’s mission to provide exceptional services in a fiscally responsible manner. More than half of the City’s overall revenues and expenses are related to the operation of the community-owned electric, water, wastewater and refuse utilities. Scores of infrastructure and capital improvement projects in approved City budget Road resurfacing, a Regional Sports Complex, and utility infrastructure improvements are among scores of infrastructure and capital projects in the FY 22-23 City budget. The combined capital improvement program budget is $105 million. The budget for individual projects can span multiple yearly city budgets. Work in FY22-23 on some projects may include planning, design, and other project preparation. Construction may begin on some projects in subsequent fiscal years. Avoiding common scams By: Rob Baquera, Public Information Officer, Roseville Police Department Overwhelmed by all the scam calls, emails and pop-up offers? Welcome to the club. Fraud is a thriving industry—the Federal Trade Commission received loss reports totaling $5.8 billion dollars last year. With help from Consumer Reports, here are some of the most common types of scams, and how to avoid them. You owe us money! “This is the [fill in the blank: IRS, Social Security, ABC Bank, XYZ Police department] and we’ve been trying to reach you about a [fill in the blank: warrant for your arrest, cancellation of your Social Security, freezing of your bank account.] Call us immediately!” If you talk to them, they’ll pressure you to pay immediately to prevent terrible things from happening. They’ll ask you to pay by unconventional means, like buying gift cards and reading the card numbers to them over the phone. NOPE: Government agencies never call consumers about money owed or threaten arrest. No legitimate business asks for payment in gift cards—ever. Just hang up. What a great deal! You’re scrolling through Facebook or Insta and you see an ad for something you want. You’ve never heard of the company, and you can’t find their address, phone number or refund policy, but the price is amazing, so why not? You pay with your credit card or Venmo…and the merchandise never arrives, or when it does it’s poor quality or some cheap thing you didn’t order. NOPE: Don’t click on links in ads. If you’re shopping online, go to known, reputable businesses. You may not get “amazing deals” but you’re more likely to get the merchandise you paid for. Always pay for online purchases with your credit card—if you get defrauded, you can contact your credit card company to dispute the charge and potentially get a refund. What a great job! Scammers prey on job-hunters, and they even post fraudulent jobs in popular job-hunting sites. Red flags include an employer sending you a large check up front, then claiming they overpaid you and asking you to refund a portion of it (their check will bounce); or asking you to pay them for work-related equipment and supplies. The actual job never materializes. NOPE: Hiring applications shouldn’t ask for social security numbers or bank account information. Employers should never ask you to pay for training or work supplies or ask for refunds of checks they sent you. If you gave up this information, call your bank immediately to flag or freeze the account, and take immediate steps to prevent identity theft (here’s a link to the FTC for more information.) Be wary of “work from home,” “mystery shopper” and shipping/warehouse job offers. Look up the company online and check out their job page to make sure the job is legit. What a great investment opportunity! You get a call from an investment adviser or even an acquaintance with a can’t miss investment opportunity. You’re going to get so rich! But you must act now, and you’ll pay with an unconventional method like wire transfers, gift cards, a Venmo account or cryptocurrency. NOPE: Anytime you’re rushed into a decision, promised huge returns, or asked to buy in via unconventional, untraceable methods, stop. You can check out whether investment advisors are properly licensed or have a history of disciplinary actions on the Security Exchange Commission’s investor.gov website. You can check out brokers at BrokerCheck.finra.org. You won! You get a text, email or call telling you you’ve won a sweepstakes, lottery, gift card or iPad. The only catch is that you have to pay a small handling or administrative fee. They might even ask for your credit card or bank account number to pay the fees and transfer your winnings. NOPE: Legitimate government lotteries or the Publisher’s Clearing House won’t ask for administrative fees or your account information. If you’ve fallen for this one, contact your bank and report the loss to the FTC immediately. You’ve probably noticed similar tactics among all these scams. Their cover stories will change, but their methods won’t. The common red flags are: Offering something that’s too good to be true. Applying pressure, talking fast, threatening and rushing you into a decision. Scammers don’t want you to have time to think about what they’re saying, or time to talk to a trusted friend. Asking for sensitive personal information, like your social security number or bank account information. Asking for payment by unconventional, untraceable methods, like gift cards or wire transfers. Arm yourself with information and a big dose of healthy skepticism, and you can protect yourself from even the cleverest scammers.

More than half of the City’s overall revenues and expenses are related to the operation of the community owned electric, water, wastewater and refuse utilities. The City’s General Fund proposed budget, which consists of public safety, parks, libraries, public works and general government operations, is $212 million. May 24, 2022 Roseville launching entrepreneurship center in partnership with Growth Factory The City of Roseville, in partnership with the Growth Factory, is launching Roseville Venture Lab in Downtown Roseville. City Council approved plans for the business accelerator and incubator at the May 18 meeting. Recreational swimming at RAC by reservation only The Roseville Aquatics Complex (RAC) is open for the season on May 28 by reservation only. Construction delays on the recreation and play pools means swimming is restricted to the competition pool which has limited space, resulting in the need for reservations. While the entire complex won’t be open on Memorial Day weekend, we hope to open more pool amenities soon (as construction permits). Reservations will be available each week on Mondays for the upcoming weekend. The Mike Shellito Indoor Pool continues to offer recreation swim on the weekends. May 17, 2022 Simple tips to save energy and stay cool It's heating up. We have simple steps you can take to save energy and money as we head into the hot summer months. Be window wise – When the temperature drops at night, open your windows to cool down you your home. In the morning, shut the windows and blinds to capture that cool air. Set your thermostat – While you’re home, set the thermostat to 78°. Also, avoid setting your thermostat to a colder setting than normal when you turn on your air conditioner. It will not cool your home any faster and could result in excessive cooling and unnecessary expense. Check your water heater – Water heating accounts for about 18% of the energy consumed in your home. Turn down the temperature to 120° in the summer months. City Council gives $1,000 for Placer County Veterans Monument At its April 20 meeting, the Roseville City Council allotted $1,000 for the addition of plaques for the Placer County Veterans Monument to honor Roseville veterans. Currently the monument contains the names of 470 Placer County veterans including 42 from Roseville. The memorial is located in McBean Memorial Park in Lincoln and has been the work of the Lincoln Veterans Monument Coalition. The monument was unveiled May 31, 2021. For more information about purchasing a monument plaque, the monument or the Lincoln Veterans Memorial Coalition, visit LincolnVeteransMemorial.org Downtown site planned for future senior housing Roseville City Council approved a purchase and sale agreement with Bridge Housing Corporation for senior affordable housing in Downtown Roseville. Escrow is estimated to close in 2023 or 2024. The proposed development plan includes a 55,506 square-foot affordable senior apartment building at 505 Royer Street, ranging from three to five stories. The 1.17-acre location will have approximately 70 age-restricted housing units for residents with income levels between 30% - 50% of Placer County’s median income. The adjacent parcel at 300 Taylor Street will include a 61-space parking lot. Read more. Summer Vacation Safety Tips By: Rob Baquera, Public Information Officer, Roseville Police Department Summertime fun is quickly approaching. The school year is wrapping up, and vacation plans are well underway. Make sure your plans also include how you will secure your home and belongings while you enjoy that much deserved time away. Whether you are gone for one night, or a few weeks, here are some suggestions to secure your home and protect yourself while you’re on vacation. At home safety tips: Ask a trusted friend, or family member, to regularly check on your home. Make sure all windows and doors are closed and locked. If possible, try adding a dowel or security bar as an added safety measure. If you get regular deliveries try to put them on hold, or have someone retrieve them, while you are gone. Check out the www.USPS.com website for information about putting your mail on hold. Install motion-sensor video doorbell or security cameras that can send you alerts or text messages. Set a timer on a light inside your home to give the impression someone is inside. Avoid discussing future vacation plans on social media. This can give would-be thieves too much information. And, try not to post vacation photos or details until you return. Set up a Vacation House Check through the Roseville Police Department website. This program is a free service offered by your Police Department. The checks are performed by volunteers and is supplemental to your own safety and security efforts but can help deter possible thefts or damage to your property. Away from home safety tips: Share your travel plans with a trusted friend or family members, including hotel and flight information in case of an emergency. Double lock your hotel door by using the extra bolt or safety latch. Be friendly when you are out sightseeing; but remember not to give your personal information, your hotel room number, or travel plans to strangers. Keep your valuables close to you or securely locked in a hotel safe. Purses should be zipped up and worn close to the body. Try not to put loose dollars, credit cards, or your ID in your back pocket, those can easily be pick-pocketed. Use your front pockets if necessary. When dining out, bags, purses, or backpacks are most safe on your lap or on the floor between your legs. Do not hang the bags on the back of your chair. Many of these safety tips are common sense simple steps that can be followed year-round. If you see suspicious behavior in your neighborhood, contact Roseville Police Department or file an online crime report. Safe travels, and we hope you enjoy a crime free vacation.

Roseville hotel to be converted into permanent housing for homeless with state funding The California Department of Housing and Community Development has awarded Placer County $23.5 million in highly competitive funding as part of the Homekey 2.0 program. The funding is for the intended purchase of the Hampton Inn & Suites Roseville to be converted as permanent supportive housing for people experiencing homelessness. The hotel would have 82 residential units which will be managed by AMI Housing, a local nonprofit provider also providing supportive services. “Since mid-2020, this particular hotel has contracted with Placer County to house our most vulnerable residents, with much success and very little fanfare,” said Roseville Mayor Krista Bernasconi. “This will create long term, safe housing with on-site services for residents, which we know is critical to their future.” Find out more. City Council gives $1,000 for Placer County Veterans Monument At its April 20 meeting, the Roseville City Council allotted $1,000 for the addition of plaques for the Placer County Veterans Monument to honor Roseville veterans. Currently the monument contains the names of 470 Placer County veterans including 42 from Roseville. The memorial is located in McBean Memorial Park in Lincoln and has been the work of the Lincoln Veterans Monument Coalition. The monument was unveiled May 31, 2021. Grant Street, which is located just across the street from Vernon Street Town Square. Our walk-up payment box has also moved. It is now located along the walkway between 116 S.
