Schools Committee Meeting Summary July 19,2016 7:00-8:30 1) The attendees introduced themselves. 2) Elementary School Update: The framing for the new school in WestPark is developing into several buildings, per Scott Alvord. He will post some pictures. 3) Issues for Discussion: a) There were no agenda items from the floor. b) Bond updates: From the FF/WPNA Board meeting on July 12th: We reviewed the minutes from the general Board meeting from July 12th. We discussed the comments from FFNA Board Member-at-Large Pete Constant. Since Pete met with the Superintendent and staff on several occasions and none of our committee attended, it was suggested that our Co-Chairs meet with Pete to get firsthand knowledge of his discussions with the District, specifically the statement that the WRSP residents pay 21% more than the rest of the district on Bonds. Sue VZ will set up a meeting with Pete and Curtis Hunter. 4) Roundtable: a) Since we have not heard from Shannon Blockton as to the Public Relations Committee she is spearheading and we have received the Bond language for the ballot, Sue VZ will contact Shannon for updates and then share with the committee and residents. b) Connie Logg wanted more information on where the Bond money went, and was spent. Sue VZ will send her information that was discussed with Joe Landon. 1) Next Meeting: We will meet at St. John’s Episcopal Church, 2351 Pleasant Grove Blvd, Roseville on August 16, 2016. In September, meetings will resume at Chilton Middle School.

Public Safety News & Tips -- Neighborhood Watch and Crime Prevention Could this happen to you? Upon leaving home one morning a man observed a young man sitting in a car across the street. Although he felt suspicious about the stranger, he went to work. Upon his return that evening he found his home had been burglarized. A woman went to the grocery store one afternoon. She left her sliding door slightly open. “I was only gone 15 minutes,” she stated. When she got home she found more than $1,000 worth of her valuables missing. Several neighbors noticed new residents of a nearby home had many frequent “guests” visiting for short periods of time. There had also been some recent auto and home burglaries in the area. 1) Guest Speaker: Ron Severson, RJUHSD Superintendent, Shannon Blockton, Communications Coordinator, and Paige Stauss, President of the School Board The Superintendent presented: That the School Bond $96 million initiative passed unanimously at the School Board meeting on June 14, 2016. The Bond proposal will be voted on in the November ballot. A PowerPoint presentation outlining the reasons for the Bond to be viable for the whole school district and the needed improvements and monies needed for the building of the Sixth high school and the educational programs that will prepare students for the future job market That the language of the Bond initiative is still being worked out. That there will be a volunteer oversight committee to maintain the integrity of the Bond issuances and it will be a continuous committee throughout the life of the Bond. Contact the District for information. That the public should contact Shannon Blockton at RJUHSD to volunteer for the Bond campaign. That Susan Rohan, soon to be Roseville’s Mayor, will head the Bond Committee. The results of the poll have been outlined in a booklet titled: “Building the Foundation for Success.” Shannon brought several copies. Loren Cook approached the Superintendent and Paige Stauss about the monies from Mello Roos that have been collected over many years. The purpose is to collect monies for Schools and Police and Fire. He asked if they had looked into these monies. Ron S. responded that they have not received any money from the City, who holds those funds. One of the attendees suggested the Board look at other alternatives for building the school, namely corporations and hospitals in the area. He said these entities have built schools in the Bay Area. 2) Elementary School Updates: The framing is now being built for the newest school in WestPark and is still slated to open in Fall 2018. Builders are the developers: WestPark Communities and Signature Properties. 3) 6th High School Steering Committee met on June 1, 2016: Dan reported that the Superintendent gave the same presentation as tonight’s here. 4) Next Meeting: We will meet at St. John’s Episcopal Church, 2351 Pleasant Grove Blvd, Roseville on July 19, 2016. In September, meetings will resume at Chilton Middle School.

F-50 Park (near Fiddyment Farm Elementary) - Update City Parks has informed of a slight delay... "We are in the final steps of obtaining city-wide approval. Thereafter, we can seek Council approval to bid the project. It has taken a bit longer to obtain construction plan approval, but it is moving along. We still plan on breaking ground soon, albeit, look like this summer. Thanks for checking in and for your patience." Location: 4151 Brick Mason Circle Description: 8 acre school/park site adjacent to Fiddyment Farm Elementary School. The Master Plan was approved by the City Council on Wednesday, September 2 (2015). The Master Plan proposal includes a children's play area, concrete pathway, independent exercise stations, a picnic area and open turf for various sports. Timeline: Construction is targeted for summer 2016.

June 10, 2016 Submitted by Jeanne Lindberg ROSEVILLE HISTORICAL SOCIETY PRESERVTION COMMITTEE 3RD REPORT: JUNE MEETING Attendees: Dolly Fiddyment, Lynda Raybould, Betty Eliopolus, Sue Hallahan-Cook, Bill Rozell, Christina Richter, Jeanne Lindberg, Katherine McDuffy Smith, Brenda Fulton, Camela Corin Labhard - The positive effects of our letter writing campaign were noted. Several more members pledged to write letters. - Jeanne and Christina reported on our recent meeting with Dion Louthan, Director of Parks, Recreation and Libraries, and Tara Gee, Superintendent of Park Planning and Development: o The City seems committed to involving the Historical Society and the community in the Fiddyment Historic project and promised to keep us informed. Tara Gee is to be our point of contact. o The City issued a Request for Proposals to find a historical architect consultant for the project. Proposals are due June 30th. o The home inspection is planned for the week of June 15th. - We discussed the importance of communication with the citizens of Roseville about the Fiddyment Historic project: o Katherine McDuffy Smith offered to create a website for us. o Lynda Raybould will be creating a Facebook page for the committee. Thank you! - A preliminary discussion was begun to brainstorm ideas for future publicity/fundraising: o Betty showed us her finished quilt (unique and intricate) created from donated neckties. It was suggested that the quilt be displayed in various businesses with a plaque about the Fiddyment project. o A sheep dog trial event could honor local sheepherders from various cultures, tied in perhaps with a Basque family dinner. o Other ideas center on a golfing or a restaurant chef’s dinner event. o More ideas will be forthcoming no doubt before any actual event planning will commence. - The Historical Society/Preservation Committee will participate in “National Night Out” presented by Westpark and Fiddyment Farms Neighborhood Associations on Tues, 8/2, from 5:00 to 8:00 PM at Festeren Park. Review/Old Business: A) Bond Money: The Committee reviewed the second round of Q & A’s sent to the RJUHSD in April. (Attached) The Committee will review the link to California Tax Data to look at how the Bonds will be paid off in ten years. Of note is that the proposed Bond for the November ballot (to cover High School repairs and the $30 million needed to close the financing gap of the 6th High School) requires 55% to pass rather than a two-thirds majority. The Committee also discussed the use of developer fees in regards to the RJUHSD. Developer fees can be used to help with school site repairs and leased portables. The District has saved much of the developer fees. The District pointed out that developer fees cannot be used to pay teacher's salaries, or for textbooks. The Committee reviewed the fact that the proposed Bond will be voted on by communities with individuals over 55. The entire District will pay their portion of the Bond which equates to $15.00 per $100,000 assessed value per year. The Committee feels it is necessary for the City and HS District and this Committee meet to discuss the accounting of collected taxes and fees. C) Draft letter of introduction/cooperation with Roseville Elementary School District and local PTOs: still being developed. D) Sign for future 6th High School: Loren Cook talked to the City of Roseville and it was determined that Signature Homes needs to update the sign. All signs need to have a sticker on them denoting registration with the City. There has been a general clean-up of signs recently because of this regulation. E) School Board Forum: in process New Business: The Superintendent of High Schools, Ron Severson, called a meeting for a few of the Committee members: Loren Cook, Scott Alvord, and Sue Van Zant. He gave us a March Soundbite document and a student attendance chart. (Attached) The attendees discussed that the District is very motivated to get the funding and begin the 6th High School building project. They have reduced the bus pass from $225 a year to $50 per year for the 2017/2018 school year to help the parents who have to bus their students. The projected date for ground breaking will be 2018, with the High School opening in the Fall of 2020 with 9th and 10th graders. In general, the Committee discussed the pros of the school being built: the HS School District growth will outpace room in the current schools; the fact that home and property values will increase; the added value to the community in activities, a sense of community and identity for West Roseville; and the fact that so many parents want their children to attend a school nearer to their homes. We feel that the Schools Committee has made itself a presence in the development of the 6th High School so that it will keep on track. Roundtable: The Committee discussed the survey that went out to some homes in West Roseville. - Provide an open forum through which all members of the neighborhoods can participate in the identity, social culture, growth, development, and activities of the neighborhoods.
- Identify and communicate the issues and concerns of the Association members to the Roseville Coalition of Neighborhood Associations, the City of Roseville, and other appropriate entities.
- Keep all members of the neighborhoods informed regarding issues vital, or of interest, to the well-being of the neighborhoods.
- Encourage and facilitate communication and cohesiveness among all the people of the neighborhoods. To act in cooperation with government and non-government agencies to preserve and improve peace, safety and property values in the neighborhoods.
